I think being able to handle the current software suite is important but it is also important that the hardware doesn't have any weak links. Case in point, people would be up in arms if Intel chose to hamstring their processors on stress tests they deemed too power hungry. Capping off power draw a la Nvidia's OCP and AMD's Powertune is one method but sometimes (in the case of AMD) it spills into legitmiate use (I remember seeing a review where Powertune was limiting Crysis performance). Part of designing hardware is designing it to deal with all situations.

It seems like GPUs get a pass for important metrics of stability that we subject memory and CPUs to. Nobody stress tests their GPU for 24 hours etc. While it can be argued that a GPU is a much more complex piece of hardware than just the CPU but that for me only lends support to the notion that Nvidia and AMD should be designing their cards to handle any software (I'm not talking about being able to handle modded BIOSs etc) thrown at them.
