hi i have a athlonII 265 x2 and is rated at 65w but cupid hw reads it as only getting 61.6w is the problem my psu? or is this normal? and would this effect my overclock?

You don't need to worry about whatever your software is telling you. It's meaningless. Software-based PSU monitoring can never be trusted.
