The 360 version of Oblivion looked similar to the PC version. Its just that the 360 had all of it's settings at around 3-4 while the PC was dialed all the way to 11.
You can have lower poly count, lower resolution textures, and less effects on the console version and still achieve the same look.
Direct3d 11's "main" features are multithreaded support, hardware tessellation, and some GPGPU crap. Skyrim can "support" DX11 and not take advantage of it's features if simply doesn't use the tessellator. It can still have all kinds of global illumination, dynamic shadows and fancy weather effects that make your eyes bleed rainbows, since all of that is possible (to a lesser degree) on consoles.
