Is this a GPU problem... Or what is it?

My GPU or possibly my casefan is being extremely loud today. The hotter it is in my room, the louder it is. The sound is almost unbearable now. My GPU is running idle at like 35 degrees, but it is like 27 degrees (C) outside. My GPU fan speed is at 20%, and it usually does not sound like this.

I remember having this problem last year as well, when it was really hot outside. Do casefans and CPU's suddenly get really loud even when drawing the same amount of air when it is hot outside?

Well if the CPU or graphics card is heating up something might be turning the fans up, yes. I know if it gets 10 degrees hotter and i run prime 95 my CPU fans turn up
