What does "PLL Overvoltage" actually do?

*This is regarding P67/Sandy bridge cpu's, not X58/P55 etc*, so you aren't running the CPU pll voltage at a higher voltage according to a multimeter*

Ok we all know it lets you use higher multipliers (by about +5), but what does it actually *DO*?
Like, on a "how stuff works" type of explanation?

Only thing in the datasheets is some mention of this:
ICC_VCCPLL PLL supply current — — 1.5 A
ICC_VCCPLL_TDC PLL sustained supply current — — 0.93 A

Does this raise the amps?
Anyone know?

(No, it does NOT raise the PLL supply VOLTAGE at all; that has already been verified with a multimeter test by someone on XS. Maybe it does something with it after it enters the cpu?).
