Yeah, but that's incorrect. That's likely the official manufacturer recommendation, which assumes a bunch of things that don't really apply when using a proven high quality PSU.

Your system really would run fine on a good 400-450W unit. The maximum sensible wattage you should get is 650W since that'd be perfect for two GTX 560s and since your motherboard supports more than one video card.

well shoot if that's the case I have a 450w in my old pre-built (I don't know the brand), maybe i could just use that? or should I be safe and at least obtain 500w.

I wouldn't use that 450W you're talking about until you know exactly what it is. If you want to post the brand and model, we'll be more than happy to tell you if it's a piece of **** or a good unit

well I remember buying it at bestbuy 3 years ago so I would guess it's a PoS. I'm just going to get the hs700 untill the new antec comes in.

Probably a Dynex 400W or 450W, which are Huntkey Greenstar 450W and 500W units respectively. They're mediocre, but not terrible, especially since Best Buy chopped 50W off the label--they explode at what Huntkey labeled them at. Just keep in mind that if the unit is overloaded it will fail catastrophically and damage other components.
