no need to keep running prime. reaseating does mean taking the cooler off and reapplying thermal paste. there are plenty of guides on how to best apply thermal paste.
you dont want to run a vcore over 1.35 with an air cooler.

I wouldn't suggest playing around with the voltages yet either. Keep them where they're at for the time being. That way when you reseat your cooler and run Prime again you're retesting with the same settings that got you the temps from before; you'll be able to tell if reseating/new thermal paste worked or not.

By lowering voltage the CPU should naturally run cooler even during a stress test. Once you see the impact reseating and new thermal paste has on your temps you can start tweaking voltages and so on.

artic silver 5 has been a popular thermal compound, though has some drawbacks. other good ones are mx2 and shin etsu

ok i turned prime95 off, i couldnt figure out a way to do it so i just restarted my computer which i think is the way to do it right? or did i do it wrong?

And is 1.2vcore fine when running prime95? i dont wanna ruin anything in my system.

you don't really need to carry on running prime95 to be honest, it is highly unlikely that a brand new 960 at stock speed to fail prime95. now that you know your load temps, which i think its a bit high for your 960+h50+1.21vcore combo, reseat your h50 as others have suggested. as for thermal paste, mx3 or mx4 are also good thermal pastes that you can perhaps use.

1.2v is just fine, some chips may require that much to be stable at 3.2 Ghz. Really anything above 1.4 is "unsafe" without watercooling / extreme cooling.
you can stop prime by right clicking the icon in the bottom right corner and selecting stop then telling it to stop all workers if it asks. Closing prime just sends it to the task bar

Try reseating..those temps are too high for stock. I get 70C~ in Prime95 @ 4GHz even with my high ambient room temps.

I agree, you should reseat your H50 but before you do, buy some arctic silver 5 from newegg. You shouldnt reseat it without applying new paste imo.
