This is what I figured. I have a 700W PSU and I'm fine with my overclocks.

I guess the 1090t is better than my 970be on power cause I have my APC-UPS with only the computer plugged into it and I hit 754watts while gaming on metro2033 just a bit ago mite be the graphic cards. I don't know just thought it mite be the same thing that happened to me, like I said my 12v was 11.89 and 5v was 4.79 and I was getting a lot of BSOD's but as soon as I put the 850 in they where gone, mite of just been a bad PSU all together but seen his volts down reminded me of my problem is all I was trying to say.

now I don't believe in the 1500watt PSU's unless you need it and love how graphic card company's are saying what size psu is needed like the single 460 box says I would need a 700 PSU (for a single one!!!lol) wow and they say that a 1200 is needed for two (guess they got stock in PSU's huh)
