Basically I want the best bang for my buck while avoiding a mandatory data usage fee. I'm at college most the time and they have public WiFi spots that I can use.

I don't care if it's used or not as long as it is still in good working condition.

Any unlocked GSM phone. Sprint and Verizon phones are not GSM phones. Look into the HD2 It's the jack of all trades phone. Originally comes with Windows Mobile 6.5, but people have ported Android and Windows Phone 7 to it so you basically get 3 different smartphones for the price of one

T-Mo is GSM

yes you can get it to work as long as it is unlocked

the seller will state this most of the time, if not just ask them

you can easily buy an unlock code off crapbay or other cell unlocking sites if its locked

Their pricing has changed, sounds like you're one of the lucky few grandfathered in. ATT doesn't offer unlimited data plans anymore. It's capped at either 4 or 5GB for personal plans; I can't remember exactly, I've got the 200MB and just use wifi instead.

No, if you get a smart phone (besides an iPhone) from somewhere else, you can get the unlimited non-smart phone plan for $15 a month.
Not sure why, but with the iPhone, they can tell immediately if that is what your using and they will charge you accordingly, but if you have another type, they can't tell (at least thats how it used to be).

That is how it used to be, but they started rolling out surveying of other types of smartphones and imposing data plans, regardless of whether the device was purchased through them, or at full-retail through someone else. I'm ditching AT&T because of this.

I think it all depends on how far they've gotten in correlating IMEI numbers to phone manufacturers and types (that's how they're doing it now, is by reading the IMEI number and determining phone type, and then adding a data plan if it's a smartphone). But their intention is to enforce data plans on all smartphones being used on their network (minus prepaid/pay-as-you-go plans, of course). The iPhone was just the easiest place to start.
