My GTX 460M is overclocked a fair amount and it never gets "hot" by any means. It tops out at 70*C without any additional cooling solutions, after the overclock mind you.
Yes you can easily overclock the 540M. Just use afterburner and raise it in 25mhz increments. No lie. Then when it's unstable, back it off in 5mhz increments until it's stable again. I ended up with 775/1550/3000 for my GPU. For the memory you can raise it in increments of 50mhz. For my GPU I was told that they can handle a good memory overclock without any problems.
I literally moved the slider as far as it could go to one side.
Overclocking a laptop is actually safer than the desktop counterpart because voltage cannot be altered.
Therefor you will know when it's unstable if you push it too far. There's no reason to NOT overclock the GPU if you can keep the temps under control. It's called a free performance boost.
