i7 930 running slower, after psu upgrade and switch to water...

So this is my first post here, hope i don't come off as a total newb.

I've been trying to hit 4Ghz since i got my i7. before my recent upgrade i was running a 600w PSU, and since it seemed to only give me enough juice to OC my CPU (to approx. 3.8ghz) or my Sapphire 5850 (to 930mhz clock, 1300 mem.) but not both; i resolved to upgrade it. i got a thermaltake 750w. while i was in there i also switched my heatpipe tower for a Corsair H70 water system. since my "upgrade" i can't even get it to boot at over 3.6! i've tried some different settings in the bios, played around with the obvious stuff (like turning off "turbo boost") and tried about a dozen multiplier/clock variables to no avail.

I'm at my wit's end! i see people with this hardware hitting 4-4.2g on air like it's nothing!? what am i doing wrong?

I do have a model with D0 stepping.

my setup specs is as follows:
Gigabyte x58-UD7
Corsair 3x2gb 1866 7-8-7-20
i7-930/D0
Themaltake 750w
1xSapphire 5850 1G

It seems to me that a 600w PSU is plenty for OC'ing an i7 and pushing a 5850 (notwithstanding the type or quality of the one in question). How did you come to the conclusion that it was the power supply?

What are the model #s of the PSUs in question?

H70 is most likely a far worse cooler than what you had.
