Still need a mouse and keyboard, but with that said I'd probably only go about $100 over budget. Above comes to 1331.98. Not counting $30 in rebates, plus $25 off the ram with promo code.

Of course I'm open to suggestions.

soild build, I would say go for a 6950 instead of the 6870. its only $20 more and its unlockable/overclockable to a 6970

I would also toss in a SSD instead of the W.D. black, to cover the cost you could get a cheaper MOBO and PSU because theres really no need for such expensive ones. then you could toss in a $40 W.D. blue later on for storage space

Or what I would do.

Dump your build on your wife... and then ride the wave till Bulldozer comes out in a few months... cause 1300 bucks is a nice computer...

I've got an "unofficial" copy of windows I wouldn't mind sending to you, that way you could spend the extra $100 on a better CPU.
