It's not one benchmark. It's an average of all the benchmarks TPU did in that review at that resolution.

Also, in addition to the AT review I added, have a look at this Xbit one.

First of all, the Radeon HD 6950 1GB can boast an advantage of 8-30% over the GeForce GTX 560 Ti, depending on the resolution. We even see a twofold advantage in some applications which are obviously optimized for AMD products. The new card is also 3-10% behind the GeForce GTX 570, depending on the resolution. Again, the gap can be as large as 40% in certain situations, so you should check out the performance of the cards in the particular games you are going to play. As for overclocking, our sample of the PowerColor card got 2 to 14% faster at the overclocked frequencies, depending on the game and resolution.
HWC concludes with the 6950 being faster than the GTX560 too.

A part of the question is "Twin Frozr II or Twin Frozr III"
I'm also having trouble choosing between TF II or TF III

(I know the next 2 reviews have different clocks, but still... it wasn't what I expected.)

noise TFII: http://www.techpowerup.com/reviews/M...ozr_II/27.html
noise TFIII: http://www.techpowerup.com/reviews/M...zr_III/22.html

In this case: Twin Frozr III is louder
And the same review also states that it runs hotter (P31)
The difference in noise and temps with only 30mhz core clock difference leads me to believe the twin frozr II (cheaper, quieter and colder)is better than the Twin frozr III(memory and vrm cooling).

am I wrong?
