GPU Stuck at 100% Utilization

My 5870 seems to be stuck at 100% utilization all the time, according to GPU-z. I noticed when I would trigger an action that called on the UAC control, my screens would go black for WAY longer than they should (15 seconds, I'd say, literally) then finally come to. This would appear to be the culprit.

I used driver cleaner to remove everything ATI or NVidia related and reinstalled the drivers, but the problem still occurs. I have switched to Windows Basic theme with no affect.

How should I go about troubleshooting this issue?

This may seem silly, but do you think GPU-z is the one that is off? Also, did you try installing card on another slot? What are your temps?

And here is AMD's utility... Not sure why it says there are two GPUs, maybe for each monitor?

you have 2 monitors isn't there some problems with usage that people with 2 monitors are affected by

I have had a similar issue with my 5850. After some research, there are different solutions for each problem.

Every time I would close a game or open a YouTube video with a game open, my CCC would show my GPU usage constantly stuck at 99%, even when the game is closed and nothing is open. Also, when it is stuck at 99%, task manager takes 15-20 seconds to load and games take 15-20 seconds to alt-tab out of.

The solution that fixes most of the problems is disabling 'Hardware Acceleration' in your web browser and YouTube videos. (This fixed it for me)

Perhaps it may not be the UAC window popping up that is causing the problems. Try running a YouTube video with any game open.

Also, open Event Viewer and see if there was a problem identified there (Display driver crashing etc.)

Another solution for some people was to downgrade their drivers. The latest CCC is 11.2 (I think?) and the most recent stable version identified by them was 10.10e/10.11e. Try downgrading to that release.

I've also seen for one person the reason their GPU was getting stuck at 99% was because the clocks got too low at idle and it somehow did that. He edited the Control Catalyst Center config file to change it and his problem was solved. Not sure where that thread is.

Some people have had success by going into Device Manager and disabling anything with 'HD Audio Controller' in the name, although that didn't work for me, for some it did.

Other than that, try and narrow down exactly what causes it, then it's much easier to find a solution.
