Everyone who uses torrents to download stuff needs to find where the torrents are sitting on other peoples computers. A torrent tracker both finds those sources and allows for searching so you can find them. Oddly, trackers really shouldn't be "illegal" since they've been compared, metaphorically, to Google; it's just a search engine that puts you in touch with information.
So, with a tracker there's no repository for files and there shouldn't be any illegality to helping you simply find
illegal stuff (because what you do with that information is your business, not theirs in theory.) However, with the case against The Pirate Bay being won by the people that sued them, other countries may be adopting laws that ban trackers who point to illegal file sharing.
