Turn off your psu and push the front panel power button. Then turn on your psu again and it shouldnt come back on automatically.

I will bet money its not the cpu. They are nearly impossible to kill and they are tortured at Intel so this doesn't happen. The only way a new cpu is dead is you dropped it. Its likely your ram is incompatible or you have a power issue. Also check your pins.

the same symtoms happened when i placed my q8300 in a 775 socket mobo that did not support core 2 quads...
