Creating digital art?

Are all of the digital made today hand drawn on a tablet? Is there any way to "program" a piece of work based on other works? For people who can't draw, but want to make their own art based on existing works they like, is there any mathematical way to "manipulate" images?

1.) You can still use your mouse.
2.) There are programs such as photoshop, illustrator, GIMP, MS paint. But be cautious when you manipulate other ppl's work - copyright infringement issues, plagiarism, etc. :|

Your question is a little vague depending on the desired output. However, I do know that to not have a design, drawing be considered as plagorisim you MUST have a MIN of 30% difference then the original. Also this is a US standard and it was decided when the artist that took a copy of the mona Lisa and changed it was sued and won because it was considered a different piece of art

Use STOCK images, and not other people's work. Most stocks have CC indicators; telling you what you can and can't do with the work (e.g., "you are not allowed to use this stock for commercial purposes blah blah)

You can most definatly do graphic design without brilliant drawing skills, I cant draw very well

Also there is something called photo-manipulation which is making images look 'cooler'

Photoshop is the only real product for this though :/

+1. On top of that, there is one special site with 15 000+ photoshop tutorials. If you need some practice, try to follow at least half of the tuts, and the next day you are a designer

Also browse Deviantart, your friend when you are looking for a stock image.

Photoshop, as said is your next friend. With just few clicks u can add simple details. Whether its just cotrast / brithness change, to gradient layers / masks and eg. mosaic ( used in signatures a lot ). I am also not a proffesional, and i am also thinking of buying a tablet. Sure its better then mouse, or trying to find some sneaky side way to get your desired picture. However, you must be able to draw a little.

In this case Youtube is your friend. Many videos showing how to draw, not only with pencil ( on paper ) but also with tablet.
