In the united states this IS considered discrimination and it is not about the ADA, rather a case that dates back to the 50's; Brown v. Board of Education. Handed down on May 17, 1954, the Warren Court's unanimous (9â€“0) decision stated that "separate educational facilities are inherently unequal."
This decision was originally made concerning segregation of black students but also encompasses those students with disabilities.
And I did not see or interpret any discrimination in your post...
