I have read on the net until you can,t turn the bolts no more but is that by hand or do you guy use a tool.
And how full do i fill my Reservoir up ? right full where should the water level be from the top of the Reservoir.

Hand-tight. And it doesn't really matter how full the reservoir is as long as the inlet/outlet are both under water. I like mine pretty full just 'cause.

Never use a tool to tighten a cpu block, don't put too much pressure on with your hands either, just make sure it's nice and secure and equal pressure on each corner.

Tighten the bolts up in a cross section manner.

This, I put a torque wrench on mine to find out the inch pounds, wrote it down... I can look it up later on... but in the grand scheme of things, not much. They come factory leak tested which is why I checked it before I backed em off.

The o-ring makes the seal, but equal torque all around is important so part of the block is not down further than its opposite.
