Bit late coming back to this thread, oops. The AMD GPU Clock Tool can be found here
(that's the one I use on my 5850). It can be automated too. I have a .bat[ch] file in my windows startup group that sets my engine/memory to 157/450 and that gets rid of the flicker completely. With it being so fully automatic, I don't feel a need to flash my bios (which would involve figuring out how to do it by reading tutorials, then the time to actually do it, then the risk of bricking the card). To gain what? It's fixed for me now. Here's the command I have in my batch file:
"C:\\Program Files (x86)\\AMD GPU Clock Tool\\AMDGPUClockTool.exe" -eng=157 -mem=450
