phenom II 1090T overclock help?

Hey, I'm new here and also a bit new to overclocking.

I recently bought a 1090T, Asus M4A78LT-M mobo, and 8 gigs 1333 ddr3 for an upgrade from my intel core2duo setup. Ive been running it at 3.7ghz for awhile on auto voltages, but i want to get to 4ghz. First of all, I think these voltages are way too high for 4ghz. At 1.53V running Prime95 for about 10-15 seconds, as soon as the temp hits 46C, the clock drops down to X8 and stays there until the temps go back down, then goes back up. I don't think 46C is that hot and I'm wondering why it's doing this. Second, I wondering why it's not stable at anything under 1.53V, but I have noticed in CPU-Z that it ranges from 1.408 to 1.520, constantly changing. Is this normal? Is it my Mobo's fault? I have cool and quiet, C1E, and turbo core disabled.

firstly, turn off cool and quiet, c1e, and turbo core. that + the auto voltages is what is making your voltages jumpy. set your voltages manually. i doubt it's thermally throttling because 46C is not even near the threshold. most likely something to do with those power saving features you have enabled.

They are all disabled, and its manual voltage at 1.53V, anything lower and prime95 and amd overdrive stress tests crash

Yes, Its 100% stable and never goes past 40C full load
