If he can wait, I would suggest the Arc Midi Tower. I would choose the phantom if I were you.

Why aren't you considering the CM 690 II Advanced? As far as I can tell it ticks all the boxes.

For under $100, you can't go wrong with the Cooler Master HAF 912. It has:Front: 200 mm red LED fan x 1, 700RPM,19dBA (can be swapped for two 120mm fans)
Top: 200 mm black fan x 1 (optional ; can be swapped for two 120mm fans)
Rear: 120 mm black fan x 1, 1200 RPM, 17 dBA
Side:120/140 mm fan x 1 (optional)
That means you have two 120mm intakes at the front and you can put a 240 radiator up at the top.

For about $140, the Cooler Master HAF 922 is your best bet. It has:Front: 200 mm fan x 1 Red LED on / off fan x 1 / 700 RPM / 19 dBA
(can be swap for 120 / 140 mm fan x 1)
Top: 200 mm fan x 1 / 700 RPM / 19 dBA (can be swap to 120 mm fan x 2 )
Rear: 120 mm fan x 1 / 1200 RPM / 17 dBA
Bottom: 120 / 140 mm fan x 1 (optional)
Side: 200 mm fan x 1 (optional)
(can be swap for 120 mm fan x 2)
That means the same thing with the 912, dual intakes at the front and a dual radiator up at the top.

Personally, I can't stand the aesthetics of the HAF series. They seem like a solid option if the OP likes the way they look, but I can't wrap my head around it.

The CM 690 II Advanced is always a solid case, R3 is a fantastic quiet and classy contender if Fractal can get their QC together, and the Phantom (on sale) is a viable option blending interesting design and great cooling performance.

Waiting for the Arc Midi or the BitFenix Shinobi Window (below budget, allowing for quality fan purchases) could be worthwhile for future WC builds as well.

Out of those choices, I would go with the NZXT Phantom. NZXT Phantom build quality is a lot of better than their own model line up. Komder has pretty much hits the main points with the NZXT Phantom.

IMO, the HAF series look great! Back to the topic, the OP wants a mid tower, so the Phantom is definitely out of the question.

True, I did forget that the Phantom is a full tower. I'm not sure what the benefits of going mid-tower and then adding a WC loop are though. I feel like if you have any inclination to WC, Full tower is pretty much the best option, flexibility-wise.

I suppose he could have size restrictions.

*edit* Re-read OP and saw that he wants to go H70 or 240mm rad Rasa kit. Mid-Towers should be fine with that.
