Yes, RMA it, now. And do not use it anymore. Shut it off and unplug it.

If a direct short to ground for more than about half a second does not at least blow a fuse inside the PSU, its a dangerous piece of equipment. SCP is not hard at all to implement, in its most rudimentary form, it would be a simple glass fuse, costing the manufacturer about .15cents in parts.

This means that any potential shorts in your rig would not result in a shutdown, at which point things are going to get hot, then hotter, then start smoking, then burning, quite spectacularly I might add... all in about 20-30 seconds.
