Yes. If it's a reference card, there's more than a 95% chance that the shaders will unlock. A word of advice, though: don't straight up unlock into 6970 BIOS. You should unlock the shaders and the proceed to over-clock until you hit a limit (the card artifacts, for example). The stock clocks on the 6970 BIOS are sometimes too high for the 6950 to hit because of the memory clock. You should be able to get the same Core clock and around 50MHz lower Memory clock, which would put you within ~1% of 6970 performance.

Most driver issues are caused by the users. That goes for both NVIDIA and AMD.

i got 3 friends that i game together with and they all got 5850s. They are awesome cards but AMDs drivers are not that awesome. When it comes to popular games they are on par with nvidias drivers, but when it comes to low profile games new AMD drivers suck (example> we play spring (this crappy opensource RTS) and untill recently they could only use 10.4 drivers (when the newest version was like 10.9) to get the textures right.) so what i am saying, if you are gonna play some low profile games check if there is support for newest drivers, cuz unless there is you will have to reboot alot.
