He probably mistook the Nvidia claims of 3-4 times the GFLOPS/watt as 3 times the performance. That said I don't think that 1.7-2.3 times the performance level of a 580 would be unexpected out of the 680 or equivalent.

I went ahead and played Metro 2033 for about an hour with everything maxed, AAA, 16x AF, DOF on, PhysX enabled, Ambient Occlusion set to quality, TF set to high quality, clamp, the works except forcing higher AA or adding super samp.

I didn't turn it off for the cut scenes or the loading, which is why the min is slow bad, but the overall experience while playing was flawless. I didn't experience any slow downs, choppiness or anything else that would constitute a lack of gpu power. Max vram used during the entire time was 1065.

I down clocked a bit to 800 core, 2100 mem, which should probably be near the avg you'll get on 470s with reference cooling.

I'd say that core clocks of at least ~775mhz for cards with reference cooling and ~800-825Mhz for cards with non-reference cooling such as the twin frozri ii would be satisfactory. I don't think memory clocks will cross the 2000mhz mark all too frequently though. Just my two cents

Welcome to OCN Motive. I'd like to add my . If you are planning ahead for two 3 slot cards you really should have a space in between them for fresh air. You don't have to but since you are planning ahead you might as well do it right. Most P67 boards will place the top card's intake next to the pcb of the bottom card. This restricts airflow and heats up the air the top card will be using, thus greatly raising the top card's temps. In order to get the extra space you might have to go with a board with an NF200 chip such as these:

Obviously you will need some good airflow because these cards dump heat into the case. And the 932 sidefan will work well to feed the cards fresh air. Triple slot cards take more planning, but if you aren't going water they are sooo worth it!
