You are not getting accurate numbers by remaining static.
I tried that awhile back with C2, remaining static, 80-90% scaling, actually playing, 50-70% scaling.
Scaling tests are usually hit and miss, each and every level scales differently.
As I said earlier, both C2 and M2033 have fixed route levels, this would eliminate most of the dynamic play on free roam levels giving you the ability to easily replicate runs.
