PhysX really only adds extra stress to a game in order to improve the image quality with fancier effects.

If your CPU is too slow for a game and the game ends up running with low a low frame rate, with PhysX you'll have neat extra PhysX effects but the same low frame rate (if not lower)

He has a GTX 260 dedicated to hardware level Phys X so it's not really going to tax his system. Also as far as I know PhysX does not improve image quality, just adds realistic Physics to a game.

I think the reason he was referring to PhysX helping his framerates is due to the fact that he has an older CPU, a newer GPU and a dedicated PhysX card, meaning his CPU would not have the added task of doing standard physics calculations.

That word "scalable" is laughable. That means they started with a basic version of the game and added PC enhancements i.e. AA and PC controls afterwards. It's probably not technically a port but the game is scaled down to begin with on the PC. The game can now be easily ported to consoles without any major difference in coding.
