My AMD Phenom II X6 1100T Black Edition is having a problem

My AMD Phenom II X6 1100T Black Edition is running the first core overclocked at 4.0ghz and the other 5 are running at 0.9ghz and the Turbo Core feature is turned off. No matter what I try in the BIOS or try with CPU overclocking tools I can't seem to change anything about the other 5 cores. It only recently did this when I was trying to lower clock of all the cores to around 3.7ghz and now I'm not sure what I did wrong.

Windows 7 64-bit
AMD Phenom II X6 1100T Black Edition
Biostar TA890FXE AM3 890X
Geforce GTX 470
2x G.Skill 4gb 1600
Corsair 850w
1TB WD 7200rpm

Make sure you have all of the following disabled:

Cool N' Quiet
Turbo Core
C1E

After that it should not do that at all.

Also make sure you have the most recent bios version.

Is it a new problem you haven't had before, or is it something you're just now noticing?

Also what program are you using to track each individual cores speed?

Thanks for the help but I turned up the voltage a little and all the cores wen't back to the correct speed. I am an idiot
