That'd be way overbudget and much more power than he needs. I think any of the 3 builds in this thread for your budget would be really solid rigs.

Athlon II x3/x4 + 785G/880G motherboard of decent quality (or discrete graphics if you do so prefer, along with lower-end 760G/770/870 chipset motherboard)
I think that should do it

This combo is a good start
Might I suggest this RAM if you don't mind rebates, better quality for cheaper

Yes, onboard GPUs with HD capability will be fine for HD movies on files, blu-ray, or online, provided proper HD acceleration support is there.

This is why I suggested the build I did. The 880G+ has 1080 support, and you get the GT210 for free.
