To play online comfortably a 256 kbps is enough. Ping is more important which Op has covered.

So its definitely some other problem.

Op, did you try my software?

Two things come to mind:

1. Your ISP is throttling packets coming from the game. Happened to me before on my universities internet, everything worked fine except for a few games that were throttled.

2. Are you using a wireless card or LAN? Cheap wireless cards can cause issues like this.

i am using a Wireless card - the same card that i used before and i didnt have any problems then but looking at the Edimax software that come with it the link quality can go from 70-80% right down to 20-30% at times even if i havent moved anything, maybe i need a stronger Wireless card for this area or something?

But even then that would explain why i get good Ping, good download speed and yet poor online gameplay speed? im redownloading Team Fortress 2 at the moment so we will see if its all games my internet hates or just L4D 1/2 - do TF2 and the L4D series use the same servers or anything?

Is there a way you can check your connection quality during the game, so you can compare right when the problem occurs? My buddy had this problem and connection would drop off for a few seconds at regular intervals.

You need to try a dedicated server and see if the issue persists with wired.

OP, if your download speed is only 1Mbit/s, chances are your upload speed is even less. Upload is important if you want to maintain a low ping. Do a speedtest and post results.

EDIT:
Just saw that you posted it already. 0.5 Mbit upload is definitely not ideal. I suggest
getting a better internet connection and/or provider.
