A "delay to hitting the targets based.." you mean bullet travel time? Uh, we've had that for a while. Maybe not in call of duty, but yeah.. Bullet drop too, but no wind. Not yet. Physics in games have come a long way, but not sure if we're that far yet.
I can't for the life of me understand why you people want small maps.
Anyway, wind wouldn't be hard to calculate. It simply has to be blowing in a certain random direction universally across the entire map, and we can simply treat it as gravity in the horizontal direction. Think of it as horizontal bullet drop.
