One way or the other you will be much better with a fan [even a low rpm one] than without it

I'd say you can, as long as the case has some airflow, it would easily run 1.6GHz without the fan, might even run stock with it. At one point in time I ran my old i7 at 4GHz with a Mugen passive for a little while, temps were alright. You should be able to do at least stock with that in the safe zone.
But, as others said, be sure to monitor your temps. Best way to find out is to do a bit of science.
hmm so i been doing some tests, since i dont have money to get fans until the 22nd i tried it with out. temps so far is around 35c-42c on load.. doesnt seem that bad. 2c higher then with fans.
but sounds like gentle typhoons
yates are my best option.?
