Yes we both had good suggestions for him. But as for a huge jump in Black ops, you will probably see a 5-10 fps jump in black ops if you are playing on 1080p resolution. I would probably but the processor first but as soon as you can afford a new video card, I would get that because that is where you will see a big jump in performance in gaming.

If you play at 1600x900 then I would probably go for the processor. But if you would like to play at 1080 then the gts 450 would be better. I would probably go for that and then get the $100 phenom II x4 840 after. Once you get both in there you will see a nice jump in performance. If you had around $280 to spare, I would get the 840 and an hd 5850 or a gtx 460.

or this:
SAPPHIRE Vapor-X 100283VX-2L Radeon HD 5770 (Juniper XT) 1GB

Both significantly better than the GTS450 and both cheaper.

That open box gtx 460 is no longer available. If you cant wait for another open box to come up you can go for this on ebay.

I used to have a AMD 6000+ and i have a 4670. The graphics card is worse than yours and the proc was better. I got a quad here on OCN for 65 bucks and was able to do a small OC to 3.1. My frame rate almost trippled. Obviously, the processor helped a lot. A year or two ago, dual core was all you needed for gaming, but a lot of people dont realize that the standard is quickly changing to 4 cores. I saw about a 25 frame increase in BC2 also. I play at 1600x900 and would definitely say youd be more satisfied with a processor than a videocard, no doubt about it. Would you consider buying a used one from OCN? Otherwise get an athlon X4

I know from expirience that in the newer games the performance increase will be significantly better if you get a quad core rather than a new graphics card. It also wouldnt hurt to get a cooler Master 212+ for a nice, yet inexpensive overclock.
