Sound is software accelerated, meaning that it actually allocates an entire core/thread for it.

Also, the game physics, all run off the CPU as well, and given that amount of destruction that goes on in a game, it makes sense why if hogs up so much of the CPU.

Run gpu-z while playing a game and watch your gpu usage, if you aren't getting around 99% usage you are being cpu bottlenecked so more cpu power will be a good call.

Not worth it:

If you're really that desperate for more FPS, your best bet is to actually mess around with the in-game settings.

Here's something you might find useful:

As long as it's not overheating, why care about load temps? Unless you get off at your CPU running 20*c and more below max, why limit your performance because you want a lower load temp?

If you aren't getting 99% in modern games it means your cpu isn't providing enough information fast enough for your gpu to run at optimal speed.(IE 100% usage)

wow bad news for me GTA 4 is the only game that uses 99%

would an Athlon X4 improve my FPS? or is my cpu faster?

That is surprising, we are both talking gpu and not cpu usage right? An Athlon x4 would probably give a 20% improvement give or take in bc2 at the same clock rate.
