So you are wrong.
I've got 6950s slamming my mediocre HX1000. It made a racket under F1 2010, and only F1 2010... under load. I have 3 cards mind you, should I have rma'd all 3? Hearing the noise with my ear, it's impossible to deduce which card. Anyways, amidst the card noise the psu made noise also. I chose the lesser of the two evils and swapped the psu. Noise gone.

That's your experience. However, I've tried with two GPUs so I know what's making the noise.

So, because of your anecdotal evidence of swapping a PSU (when your PSU may have been garbage) you firmly believe that it's the lone cause of any whining issues whatsoever?

I am thinking it over. There are coils in those R23 inductors on the PCB. They shouldn't make any noise though since they are slathered in epoxy.

Those look like inductors or chokes to me. Inductors usually have copper wire wound around something like ferrite to create that strong electromagnetic field needed in electrical circuits.
