I pay £22.50 a month and get 3Mb/s at best with them. I used to get 4Mb/s with BT. Their helpline is a joke too, they're just not interested once they've sold you it.

The download cap for peak times is 1.5GB. That's 1.5GB between 5pm and 11pm. However they are true to their word that any bandwith between 11pm and 9am truely is un-limited and un-metered.

Can't really comment on their cable services though.

It was O2 that told me that the fault was with an underground cable, and that they had informed BT OpenReach, but that they had no control over if and when BT would fix it, since BT would have to get permission from the local council to dig up the road.
