Watercooling doesn't mean it would OC better...
The DCII has more VRMs, so you can put more volts into the GPU, without frying the VRMs from over-voling.
Watercooling will just keep the GPU and its parts cooler so they won't fry from the heat.
Not even the DCII can run at twice the reference.
I don't know any card which can do that even under water (of the newer cards at least).
It will require massive hard-volt-modding, and extreme low temps to keep the GPU heat at check.
If you plan on something like that, forget it. Plain and simple.
