With Crossfire 6950, I would go with a 750W at least
Each 6950 is 200W. Remember there's also a 125W processor. There's also fans, motherboard chipset, efficiency, overclocked additional TDP, etc. everything else to calculate. You would very highly exceed the limit on a 650W PSU, even a quality one. I know with SLI GTS 250s (150W each) my 650W had a moderately hard time keeping up (voltages dropped during load, not to unsafe levels but it was noticeable)
