The pump should be fine. I have almost the exact same setup (360/240 rads, 2 gpus, cpu, and same mobo block) with my 655 at 4 and everything stays cool. This is personal experience verses empirical data though, but I think he should be fine.

I think it'll be fine. Even if you have a high restriction loop, your temperatures will vary very, very little as if you had low restriction. At the end of the day, slower water flow means it spends more time in the radiator(s) to be cooled off to its maximum extent (depending on air flow, radiator surface area, ambient temperature, etc).
