8GB might be somewhat reasonable if the next-gen aren't coming until 2014. It would allow for a very smooth game in terms of asset loading. If there is also a lot of VRAM then it would also allow for some larger textures. The bottleneck at the point in the GPUs might be the texture lookups rather than not enough RAM for the textures.

There's some time left till 2014 and I think even then there are no games that demand such a huge amount of RAM. But as these consoles have to be good enough until 2025, better just take 16GB.
