How to make Windows display first setup?

So, I'm building a computer for a friend, and I'm buying a copy of Windows 7 Home Premium x64. I plan to install that onto the hard drive and install all of the drivers.

(This bit will make sense in next paragraph) When you buy a prebuilt from dell or HP or whatever, you have a setup screen that lets you setup users, networks etc. before you get into windows.

Basically, I want to have the drivers installed but the OS at the point where you can do the whole setup thing again, like when you buy a prebuilt from dell/hp. (ie. when you buy a prebuilt from them you don't need to manually install drivers).

Windows7 pre-builts like Dell, HP, etc., creates the ADMIN accounts to complete the install, you just never see the screen and theres no way around that. You'll have to build a custom setup that skips the "create COMMON user" dialog, Regional and Network settings, etc., then completes the entire installation (like first boot) much the same way if you bought an pre-built HP. Nlite might be useful for this.

If you know the information, it might be easier just to create the users/info for him/her and not have to worry about it?
