Get a new 24" 1080p LCD first and then grab either Nvidia 560Ti or AMD 6950 2GB version you wont regret it, if youre really desperate then go for the gpu first.

560Ti Owns the GTX460 keep in mind that new games are going to come out so is better to spend a couple more but stay safe for long time unless you change hardware every 2-3 months then is pointless.

dont want a new monitor, I rent a room in a house it fits a small desk, a bed, and chest of drawers, my desk holds my lamp, router, monitor, mini fridge.

Oooo i didnt know that so monitor option eliminated , i insist if you want o max out everything now get the 560Ti although 6870 still a great card is slightly better than 5850.

Ok .. so.....if you want new hardware, you dont have too much money then go for the 6870 it outperforms the GTX460

Actually like 5-6 fps more compared to an AMD 6870 stock i saw some 6870 for 199 USD

But again if you want to play go for AMD if you wish to work with adobe premiere go green

I'd go with a 560ti, i know a lot of them have rebates for $20-$30 depending on the brand. I got a evga 560 for 195, 30 MIR and 25$ off with a coupon for newegg. I thought I saw one today for 10% off in the online deals, i could be mistaken.
