A few things:

- You don't need the absolute best cooling. A good place to start would be a high end air cooler or something like the h70.

- Go sandy bridge, it really is better, get a 2500k or a 2600k.

- Don't get the 590, it's really not the most well implemented nvidia card. Either get sli 570s/580s on the nvidia front, or the 6990 from ati.

- You don't need that much ram, and it will kill your overclock. Get 2x4gb when you go sandy bridge for a total of 8gb. Also, don't worry about getting such fast ram, the imc in most CPUs won't be able to clock it that high anyway. The highest I would recommend would be 1800 mhz, but really, an 8gb 1600 mhz kit will do you just fine.

- Don't get that many HDDs, what are you going to be storing anyway? You don't even get that many sata ports on a motherboard.

uhh dont go for the 590, go for 4x 3GB 580s, much more powerfull, then put them under a subzero chiller system, (Sdumper does nice phase change and chillers)

If your going to spend that much on cooling id make the system a
TX10 case from caselabs (heck the two motherboard might be worth it)
an EVGA sr-2 motherboard
2 of the fastest xenons that will fit that board
4 3gb 580 sli
as much ram as you can fit
a nice sound card
3x 3d monitors
and a lot of PSU power
and a phase change loop, see here for a general idea on what a phase change system does
