Help with automatic underclocking of 5450

Bought a new HIS Radeon 5450 recently: http://www.newegg.com/Product/Product.aspx?Item=N82E16814161322&cm_re=5450_his-_-14-161-322-_-Product

Anyways, love it. Works great on Extra settings at 1280x768 on MW2. But there's a problem... The automatic underclocking. After getting random sudden lags in games, I checked CCC while playing, and found that it randomly likes to underclock to very low levels at random times. Very annoying. Is there any way to stop it besides overclocking?

I do not want to overclock because:
1) New, might have a defect. OC would void warranty.
2) Might return and get a 6450

I'm not familiar with CCC since I haven't had an ATI/AMD card in a while, but is there anywhere that mentions power saving features? If so, disable those.

If it stutters, that may actually be the graphics card having troubles.

These cards, as well as any new card, underclock themselves when the GPU is not in use. So it will underclock if you're in a menu screen in your game, or if you've alt-tabbed to look at something on your desktop... etc.

I think if you go in Windows Power Management, There is an option for graphics card, see if you can change it. Otherwise CCC doesn't give you a choice.

Not the card itself, I have kept Starcraft 2 open in a window during gameplay, and CCC literally showed clocks going to about 150ish Mhz...

And I can't find a graphics card setting in Windows 7, I have even clicked "Change settings that are currently unavailable"
