There are sometimes other reasons that cause low gpu usage, but generally if others do not have the same problem with the same hardware but have better cpus or higher overclocks you can assume the lower gpu usage is because the cpu can't push it enough.

Seeing 99% usage on the GPU assures you that you're in a GPU-bottlenecked situation, and the CPU (or, more accurately, the entire rest of your system aside from GPU) is not slowing you down at all.

However, the opposite is only sometimes true.

By this I mean that whilst lower GPU-usage is a SIGN of a CPU (or platform) bottleneck, it's by no means a 'sure sign', as other things besides CPU BN can cause lower-than-full GPU usage. But the CPU is the logical first thing to suspect when you see this condition.

In applications such as the 3dmark series, what causes the increased gpu scores? Since before and now, I've always had 99% usage, yet my scores increased noticeably.
