Memory makes a small difference in vantage, along with overclocking the uncore.
For at least 2d benchies starting win 7 in diagnostics mode should help a little bit (less services/processes in the background).
The Sandy Bridge cpus (SB, socket 1155) are the ones that use the higher multi, the bclk is locked at 100 (can change slightly) & overclocking is done on the multi. The only other intel cpus with the unlocked multi are the extreme editions, & the k models like 655k (I think are unlocked multi).

I see. So ill just try to increase my bclk to achieve higher clock speeds while increasing my vcore. Is there any values that i need to tweak to achieve higher clock speeds while also being stable?

I don't really know your chip or mobo for overclock tweaking. Wprime, vantage & 3dmark 06 need a reasonable stable overclock, they do load all cores/threads (wprime 1024 is a tough one). They don't really need prime95 kinda stability, but close.
The other 3d benchies & superpi don't fully load all cores/threads, for these you don't really need as much stability (superpi 32m is a bit tough, needs fully stable memory at least) & can clock pretty well past the prime95 stable point to get better scores.
