My 920 will do 3.8GHz at 1.22V as well, but it needs 1.35V for 4GHz and you don't see me complaining. i keep it around 3.4-3.8 when i want to be more conservative and crank it up to 4.0 when i want SPEED for FOLDING

My i7 is horrible at hitting 4GHz, but i just delt with it.. or get some custom water cooling.

Anyways its still plenty fast even at stock

According to your sig you get about the same out of yours as i do out of mine, with the same cooler . what are your temps like there at 4ghz with the d14?
Also, any idea what batch # your cpu is?

(bearing in mind this is the second i7 950 ive had i sent it back due to all the problems im describing now and this one is the same, probably the same chip,m but couldnt be bothered to go through all the process again and be without pc for as while)
Well since you lapped the Mega, there is a chance you reduced mounting pressure since it is slightly bowed by default.

The i7 make a lot of heat when overclock, much more than the q9550. Case placement is also an important factor. Is it out in the open or in a cupboard. Also, a stock Antec 300 is not that great for ventilation. What are you temps with the side panel open?

Buy a new heatsink.
Don't lap it. Profit.

OR, lap your i7 with the old one. looks like the problem is your temps. Megahalems should be able to keep a CPU well under 90C at 1.35v.

Heatsink lapping only works if you also lap the CPU surface as well.
And as the other poster said the mounting is different on i7, so you may find that there isn't enough pressure.

You can do a few dry runs with thermal compound to see, though. You also have to know if the heatsink can twist if the pressure is too light, or if higher pressure stops it from twisting, or if the mounting mechanism stops any twisting even if light.
