Hi there, I have always used a software called Windows 7 Manager by Yamicsoft. It provides many tweaks and cleaners for your Operating System.

I believe there is also a similar software by Stardock.

Hope this is what you were after.

Windows 7 64bit since you have more than 2gigs of ram. You have to reinstall the OS though or find some way to get your default settings restored.

For Win7 - just get the System Builders version from Newegg.com. *Much* cheaper than the retail box, and its the exact same software.

What OS would give me max performance with that hardware?

And I don't want to be told "Use linux" Because I use it enough at work and don't want to use it for home use.

Also:

After getting a virus, I am now getting this error. I've removed all of the viruses and nothing detects any sort of viruses, I did some cleaning and updated some programs but nothing seem to fix it.

just go to ms site download it and use a 120 day trail. 4 months will be enough time to save up and buy it. Otherwise reinstall till you have enough
