I would say it's a serious issue once you set your Vcore to 1.52v+ (according to intel specsheet)

Now, I don't know if you're going to overclock your chip up to 5ghz which requires that voltage(1.5v+) to be stable but not all CPUs are identical so unless you can get 5ghz stable with less than 1.52v then I would say your in the safe zone.

1.65 is fine, if that is what the memory calls for. I'm running 4x2GB Crucial Smart Tracers at 1.65, no problem.
