What would you chose from these :
CM N520 - $25
Xigmatek Loki - $25
CM Hyper TX3 - $20

Any other suggestions that fit my case(156mm height) and are within $35 are welcome.

CM N520 has more heat pipes, although they are not HDT style. The fan configuration and shroud reminds me of an old $15 Rosewill RCX 92mm cooler I had on a budget build. At least it comes with two fans, but I can't say I can recommend it over the other coolers at $28 shipped.

The Loki is very similar to the TX3 in heatsink size, HDT pipe configuration. The Loki's fins have a sawtooth shape which improves heat transfer, but makes it slightly noisier as air passes across the fins. The stock fan on the TX3 has a little more air pressure. You can easily add a second fan to either cooler. For $25 and $23 shipped it's a toss up depending on if you want quieter or better cooling. Personally I'd get the Loki and eventualy put some nice fans on it.

I want quieter cooling. I don't have desires to reach a high overclock.
The CM N520 has a copper base so perhaps that makes up for the non HDT style.

I don't really want to spend more and buy an extra fan because in the end that just jacks up the price of the cooling solution.

I feel that the N520 would be better because its quite bigger than the other two and already comes with 2 fans. What do you think?

I just ordered a Thermalright AXP-140 RT after reading some good reviews. My main criteria was a low profile cooler (70mm) with reasonably good cooling performance. I'm not planning to extreme overclock the PC I'm planning so the AXP-140 seemed like a good choice.

Have a look!

n520 is a very good quiet cooler
easy to install, need to access the underside of the board tho
